JOB DESCRIPTION
JOB TITLE: Director of Financial Aid
REPORTS TO: Executive Director of Finance and Financial Aid
CLASSIFICATION: Administrator
FLSA STATUS: Exempt
SUMMARY: Provides leadership and strategic vision in the planning, development and administration
of Financial Aid. Supervises veteran services and financial aid staff. Creates a technology based,
integrated array of services for effective management of student financial aid. Ensures the delivery of
quality customer service, efficient processing of student financial aid and/or veterans’ benefits. Reviews
and develops procedures for the administration of student aid and for ensuring that all procedures are
in compliance with federal and state regulations.
ESSENTIAL DUTIES AND RESPONSIBILITIES: This list is meant to be representative, not exhaustive.

• Develops and articulates procedures for all student financial aid, including all federal, state,
institutional, and privately funded aid programs as well as veterans’ programs.
• Counsels with students and parents regarding the various forms of financial assistance programs
available and ensuring students understand their financial and educational obligations for the
types of awards received.
• Participates with College leadership in planning and implementing packaging and scholarship
strategies to maximize use of financial assistance programs in support of College enrollment
goals.
• Serves as the primary liaison to ensure the integration of automated systems used within
Student Financial Aid and the College’s student information system to support monitoring and
continuing eligibility.
• Establishes and implements appropriate procedures and internal controls for operations of
Financial Aid in a timely and efficient manner and ensures that all procedures adopted within
Financial Aid are in compliance with federal and state statutes and regulations.
• Functions as liaison to appropriate internal and external offices, agencies, and organizations
regarding program planning, program procedures, account reconciliation, audits, and service
delivery.
• Develops and maintains reconciliation processes for all Title IV general ledger accounts, to
ensure proper reconciliation between the Department of Education and the college’s general
ledger accounts.
• Prepares and reconciles all requested financial assistance tracking and monitoring reports in a
timely and accurate manner.
• Prepares for internal and external audits and assists the auditors by providing all requested files
and/or documentation in a timely manner.
• Ensures compliance with Federal requirements including but not limited to R2T4 and
Satisfactory Academic Progress.
• Resolves student problems relating to financial assistance programs.
• Coordinates presentations to the community and works with PHEAA to disseminate information
on financial assistance programs.
• Hires, trains, and supervises assigned staff within Financial Aid Office and develops an
environment supportive of staff training and professional development.
• Prepares and manages the budget for Financial Aid.
• Serves as coordinating official for the Department of Education and performs the key role of
demonstrating the school’s administrative capability. Administers the FSA programs and
coordinates the aid from those programs with that from all other sources (federal, state,
institutional and private).
• Serves as compliance officer for all state financial assistance programs including, State Grant,
Ready to Succeed Scholarships, and Distance Education Pilot Program.
• Works with Executive Director of Finance and Financial Aid to ensure completion of the annual
Fiscal Operations and Application to Participate (FISAP) report, to allow for continued
participation in the Federal Work study, and Federal SEOG programs for each academic year as
well as ensuring timely submittal of updates to the Program Participation Agreement and
Recertification.
• Works with Executive Director of Finance and Financial Aid to ensure compliance of all federal
and state reporting including but not limited to Fair Value Transparency/Gainful Employment,
PA ACT 69, and PA ACT 121.
• Ensure that the college is adhering to all enrollment reporting requirements including monthly
reporting of enrollment data as well as semester program data to National Student
Clearinghouse and NSLDS.
• Works with the Vice President of Student Affairs to support enrollment activities and support
• Preforms the duties of VA certifying official and ensures compliance with all VA Policy
Advisories.
• Performs related duties as assigned.
MINIMUM QUALIFICATIONS: The requirements listed below are representative of the knowledge,

EDUCATION and/or EXPERIENCE: Any combination of education and experience that demonstrates
possession of the requisite knowledge, skill and abilities. A typical way to obtain these would be:
Bachelor’s Degree in Business or a related field. Master’s Degree preferred. Five or more years
managing student financial aid. Three or more years of supervisory experience.
Knowledge of:
• Regulations and procedures for management of student financial assistance.
• College policies and regulations.
• PC and related software.
Ability to:
• Plan, develop, coordinate and direct student financial services program and initiatives.
• Supervise and train assigned staff including organizing, prioritizing and scheduling work
assignments.
• Interact effectively as a member of a team and work collaboratively with other departments.
• Listen effectively and achieve positive results in addressing student issues.
• Communicate effectively verbally and in writing.
• Operate a PC and related software.
• Maintain effective working relationships.
Skills:
• Strong computer skills and knowledge of system requirements for effective management of
student financial accounts.
• Superior organizational management and problem-solving skills.
• Strong interpersonal and conflict resolution skills.
• Experience with budget development and budget management processes.
