West Chester University is a public, regional, comprehensive university and one of the fourteen campuses of the Pennsylvania State System of Higher Education. Within a strategic enrollment management environment, this senior-level position helps to develop financial aid policy and procedure as well as enrollment policy and strategy. Reporting to the Deputy Provost for Academic Affairs, the AVP of Financial Aid advises senior administrators in formulating, interpreting, and implementing financial aid policies and strategies to ensure access, affordability, and student success while meeting university enrollment goals.  This position has the ultimate responsibility for accurate, efficient, and timely delivery of annual financial aid; which includes grants, scholarships, waivers, loans, and work-study programs to over 17,000 undergraduate and graduate students while ensuring compliance with federal and state regulations as well as institutional policies.

The AVP of Financial Aid assumes a leadership role in formulating and administering a broad range of policies and procedures that advance the University’s goals. This role collaborates with senior administrators on all matters related to financial aid to include high profile, national financial aid issues; proactively educates senior leadership on current and evolving financial aid regulations and institutional policies, defines their effect at West Chester, and recommends appropriate and effective options and solutions. The AVP assesses the impact of funding policies, proposals, and legislation on West Chester’s students and recommends actions to best utilize financial aid resources; prepares and manages the Financial Aid Office’s annual operating and scholarship budgets; expends federal, state, private, and institutional funds to ensure fiscally sound program administration and the best utilization of funds. The AVP is responsible for the compliance with federal and state regulations as well as understanding of donor scholarship requirements and commitments with the West Chester University Foundation; provides and analyzes data and interprets results for senior administrators, the Office of Institutional Research, and external consultants working with the University; initiates, implements, and ensures application of new technologies for efficient and effective management of all financial aid programs. The AVP effectively and creatively conveys accurate information regarding West Chester’s financial aid program through print, electronic, and internet processes and uses these means to position West Chester most favorably in its competitive market.

Qualification:

Master's degree, with seven years of progressively responsible experience in financial aid administration; At least four years of supervisory experience; In-depth knowledge of federal and state financial aid administration; Experience working with auditors and responding to findings from audits, program reviews, or program assessments; Demonstrated experience with leveraging financial aid in support of strategic enrollment management goals and a proven record of deploying financial aid in support of student success and retention. Knowledge and experience managing financial aid budgets and reconciliation procedures. Preferences: •Proven commitment to excellent student service; understanding the complexity of financial aid and an ability to communicate this complexity to a diverse range of student populations and their families and/or support systems, especially first-generation populations at both the undergraduate and graduate levels; •High commitment to, and compliance with, federal, state, and campus regulatory and statutory policies, procedures, and programs; •Demonstrated sound judgment, effective problem-solving skills, creativity and innovation with the use of technology, office management and streamlining processes; •Excellent interpersonal, verbal and written communication skills and experience in financial aid presentations in group and individual settings; •Experience with integrated financial aid systems including process planning and implementation. •Team-oriented leader who is student-centered, policy and analytics oriented, innovative, tech-savvy, proactive in enrollment management, and has extensive knowledge and experience in student financial aid delivery and compliance.
