Loan and Grant Administrator
This position serves a key role of oversight and administration of all Federal, State, Institutional and Private Loans, as well as the Federal Pell Grant Program. Duties include processing of all loans and Pell grant awards, including but not limited to awarding, originations, rejects, disbursements and monthly reconciliations. Processing may include use of EdConnect, Ellucian Banner, Elm Select, COD and any other related systems as needed. This person is responsible for ensuring that funding is disbursed to the university on time and work collaboratively with student accounts and finance. This person is the subject matter expert for loan programs within the financial aid office and consulted for policies and procedures relating to loans. This position also includes other duties as assigned as they relate to ensuring that student service and institutional needs are met in a dynamic environment. Serve as Primary Data Administrator with EdConnect and process the Import and Export of all EDE files daily.
Serves as the subject matter expert for all loan programs – internal, federal, and private.
Processing of Federal Loans- including but not limited to originations, rejects, disbursements, errors and awarding for all Direct Loan Programs.
Processing of all Alternative (Private) Loans, Institutional or State loans. This may include any grant funded or other loans as determined by the University.
Processing of Federal Pell Grants- including but not limited to originations, rejects, disbursements, eligibility, errors and awarding.
Responsible for creation and implementation of a policy and procedure manual and ensuring compliance within all programs. Uses independent professional judgment within federal, state and institutional rules as required.
Develops procedures and policies for new programs, such as the proposed College of Osteopathic Medicine, and other newly-developed programs for all student levels. Assist with the development of loan opportunities for new Duquesne programs.
Monthly Reconciliation of all Federal Funds as per the Federal Regulations and in accordance with University Policies.
Completes other duties as assigned.

Minimum qualifications: 3-5 years of financial aid experience. Preferred qualifications: Proficiency with PC, Microsoft Office tools, email and the Internet with the ability to learn a variety of new technology systems; familiarity with Slate and Banner preferred. Alternately, the successful candidate may possess any equivalent combination of experience and training, which provides the knowledge, skills and abilities required to perform the essential job functions. This includes, but is not limited to, the following: Highly developed interpersonal, analytic, problem-solving, organizational and communication skills, including the ability to listen thoughtfully and respectfully to a diverse population of constituents and stakeholders. Strong communication skills, both oral and written providing the ability to effectively communicate with multiple internal and external constituents. Knowledge and understanding of federal, states and agency-accrediting rules and regulations as they pertain to higher education admission. Very strong knowledge of federal and state regulations concerning financial aid, as well as NCAA regulations. Strong functional knowledge of FAMS system (Banner/Ellucian preferred). Ability to run and design Banner automated processes for Pell and Direct Loan. A broad understanding of higher education processes and procedures, including shared governance, strategic planning, resource allocation and budget management. Ensures compliance with Federal and State laws pertaining to financial aid, affirmative action and FERPA. Membership and active engagement in appropriate national student service organizations, such as NASFAA and PASFA. Sensitivity to the need of each individual to be treated with dignity and respect as it relates to diversity in general and the Mission of the University specifically. Proactive, strategic, analytical and deadline-oriented in a complex organization. Ability and willingness to work outside of regular business hours and some weekends during peak enrollment periods. Ability to prepare and maintain confidential data independently in accordance with established policies and procedures and exercise consistent discretion. Considerable knowledge of the laws, regulations and policies governing the operations of the University. Ability to create and maintain complex records and files. Willingness and ability to work evenings and weekends as needed during peak enrollment periods.
