Article II – Election and Removal of Officers and Councilpersons

Section 1: Officers and Councilpersons of the Association, except for the Institutional Support Services Sector Councilperson, must be active members of the Association.

Section 2: Election of Officers and Councilpersons shall be held under the supervision of the Membership and Association Governance Committee. Officers shall be elected by the plurality of active members voting. Sector Councilpersons, except the Institutional Support Services Sector Councilperson shall be elected by a plurality of Active members voting from that sector. The Councilperson for the Institutional Support Services shall be elected by a plurality of the members voting from that sector.

  • Balloting – shall take place so that the election results can be announced no later than August 15.
  • Tie-Breaker – In the case of a tie for (the position of) any office or Councilpersons, the tie shall be resolved by the current President, President-Elect, and Immediate Past-President casting the tie-breaking votes by secret ballot.

Section 3: Elections shall be held according to the schedule:

  • President-Elect – each year
  • Treasurer-Elect – each year
  • Vice President – each two (2) years in even numbered years
  • Secretary – each two (2) years in even numbered years
  • Sector Councilpersons from the Private, PASSHE, State-Related, Graduate – each two (2) years in odd numbered years
  • Sector Councilpersons from the Health Sciences and Career Technology, Public Two-Year, and Institutional Support Services – each two (2) years in even numbered years

Section 4: The officers and councilpersons shall be responsible to carry out the duties associated with their position. Officers or Councilpersons not fulfilling their duties of their position and/or jeopardizing the reputation of PASFAA through personal behavior not becoming of an elected Council member may be removed from office.

  • An elected officer or councilperson of the Association may be removed from office by a two-thirds (2/3) vote of the Executive Council or by a petition presented to and validated by the Chairperson of the Membership and Association Governance Committee containing the signatures of a majority of all voting membership from the constituency he/she represents. If the elected officer is the Chairperson of the Membership and Association Governance Committee, then the petition should be presented to the President.
  • Vacancies that result from actions contained in this section shall be filled according to Article VI of the by-laws.

 

 

Voting Process

Voting rights in the Association are limited to current “Regular” and “Associate” members (whether individual or institutional members) who are in good standing:

  • Regular membership shall be limited to persons employed, at the date of application, by institutions of post-secondary education located within the Commonwealth of Pennsylvania who are responsible for the administration of student financial aid and/or having the authority to award aid. This constitutes true voting membership of the association. Regular members may vote, hold office, or serve on a committee. Regular membership can be purchased on an individual or institutional basis.
  • Associate membership shall include persons employed at the date of application by organizations affiliated with financial aid matters, such as the representatives of secondary schools, government agencies, foundations, private and community organizations, independent contractors, and representatives of post-secondary educational institutions who do not qualify for Regular membership, such as admissions counselors. Associate members may vote, and may not hold office (other than ISS sector representative), but may serve as a member or chair of a committee. Associate membership can be purchased on an individual or institutional basis.

After the voting closes and the winners have been notified, the election results will be announced to PASFAA membership via email. The voting process is very important to the organization and, even in cases where there is only one candidate for a particular office, please vote to show your support for the candidate.
